Biographer Richard Fitzwilliams suggests Harry wouldn't make such decisions without Meghan's input.

Royal expert Tom Quinn said Prince William is feeling "sad and bewildered" at Harry's behavior before the UK visit. Quinn suggested William was being pragmatic, maybe hinting that he viewed Harry as historically difficult. He is seen to point out that Harry has never wanted employment, unlike his brother.
