Modi's surprise: Quota for poor among upper castes

On Monday, something potentially game-changing has been announced. Narendra Modi has okayed a proposal to give 10 percent reservation for the economically weaker sections in the general category (upper castes).
The proposal has got approval from the Union cabinet. It's now up to the Parliament to amend the Constitution in order to bring this into effect. Articles 15 and 16 of the Constitution should be amended for this purpose.
The reservation will be implemented for both government jobs and in the education sector. The main criterion is that the family income shouldn't exceed Rs 8 lakh per year.
Politically, this is phenomenal in the election year. Will it result in BJP winning a landslide? Modi must be hoping so.
