Kamal Haasan Meets CM Vijay, Urges Tamil Nadu Government To Launch State-Owned OTT Platform

Veteran actor and politician Kamal Haasan met Tamil Nadu Chief Minister C. Joseph Vijay and submitted a detailed memorandum seeking major reforms for the Tamil film industry, including the launch of a state-owned OTT platform for Tamil cinema.
Kamal Haasan, who currently serves as a Rajya Sabha Member of Parliament, shared details of the proposals after the meeting through his social media platform. His party, Makkal Needhi Maiam, had allied with the DMK during the 2026 Tamil Nadu Assembly elections.
Six Major Proposals For Tamil Cinema
In his memorandum, Kamal Haasan outlined six key demands aimed at strengthening the Tamil film industry.
- State-Owned OTT Platform
Haasan requested the government to introduce a government-backed OTT platform where Tamil audiences can watch Tamil films, documentaries, and independent cinema at affordable prices.
- Removal Of Local Body Entertainment Tax
The actor appealed for the abolition of the 4% Local Body Entertainment Tax, stating that rising production, distribution, and theatre operational costs are affecting the industry.
- Dedicated Anti-Piracy Unit
Kamal Haasan also sought the creation of a dedicated anti-piracy wing within the Tamil Nadu Police Cyber Crime Department to tackle illegal distribution and protect the livelihoods of artists and producers.

- Permission For Five Shows Daily
The memorandum urged the government to allow theatres across Tamil Nadu to screen five shows per day for all films, which he said would improve theatre revenues.
- Mandatory 8-Week OTT Window
To safeguard theatrical business, Haasan proposed an eight-week mandatory gap between theatrical release and OTT release for films released in Tamil Nadu.
- Film Production Incentive Scheme
He further suggested introducing a production incentive of up to 10% of the budget for Indian films that complete more than 50% of their shoot in Tamil Nadu. According to him, the move would help revive the state as a major film production hub.
Proposals For Social Reform And Rural Development
Apart from cinema-related demands, Kamal Haasan also submitted proposals focusing on social welfare and education.
He requested the government to launch a state-wide mission to eliminate manual scavenging through robotics and mechanized sewage systems. He stressed that no individual should be forced into such dangerous work because of poverty or social discrimination.
The actor-politician also proposed a “Village Library & Skill Development Mission” across all village panchayats in Tamil Nadu. Through his trust, Kamal Panpattu Maiyam, he highlighted the success of rural libraries that currently offer computer education, TNPSC coaching, women’s skill development programs, and language learning initiatives.

In his letter, Kamal Haasan stated that cinema is an integral part of Tamil Nadu’s cultural identity and supports the livelihood of lakhs of families. He expressed confidence that with government support, Tamil Nadu can once again emerge as one of India’s leading film production hubs.
He further emphasized that dignity, education, and technology should play a central role in building a progressive and inclusive society.
