Kid's death by dogs in Hyderabad leads to court case

It is known that, recently, a 4-year-old kid was killed by rabid stray dogs in Hyderabad's Amberpet. The news is that a qualified lawyer has taken up the issue to fight for the victim's justice in court.
Srinivas Kaveti is his name. He is a juris doctorate who has studied national and international law. As per Ram Gopal Varma, who has been championing the cause of holding the government/municipality responsible for the stray dog menace, Kaveti is going to sue the GHMC, the Telangana Police and the Government of India for their "omission of statutory duty, criminal negligence, vicarious liability and violation of the constitutional right to life guaranteed under Article 21". He called the kid's murder a case of state murder.
"The only thing good in this entire thing is that this broad daylight murder brought the issue of dog menace to the centre stage," RGV tweeted posting a pic of himself with the family of the boy.
