Ilaiyaraaja issues warning, once again

In an assertive statement, music maestro Ilaiyaraaja has issued a warning to musicians. It has to be seen as an unambiguous warning from him.
Releasing a video statement, this is what Ilaiyaraaja has said. Musicians shouldn't perform his songs (in public forums, etc) without his prior permission. Before using his creative output, they have to seek his consent by following the necessary procedures established by law. If they fail to comply with the procedures, it will be seen as an offence. Ilaiyaraaja will initiate legal action against the offenders.
The rules apply only when a musician croons or performs his song for a commercial purpose. If it's a free concert, Ilaiyaraaja can't seek any royalty.
Although he is not a member of the IPRS (Indian Performing Rights Society), the legendary music director seeks to act through South Indian Film Music Artistes' Association.
Although all creators of music and songs are entitled to royalty, most of them in India don't use the law due to practical difficulties and weak implementation. Of late, however, there is a growing awareness among creators.
