The recommendations of the Pawan Kalyan-constituted Joint Fact-Finding Committee are out.
The granting of Special Category Status to Andhra Pradesh is the first one. Secondly, the Centre should give a financial grant of Rs. 16,000 crore towards the revenue deficit for 2014-15.
Thirdly, all costs related to the Polavaram Project should be borne by the Centre.
Fourthly, the pending funds for the Institutes of National Importance should be released. The GoI, says the committee, should indicate the "financing plan for the next 5 years".
Fifthly, the Centre should honour its commitments with respect to backward area development.
Sixthly, rapid rail and road connectivity to Amaravati should be taken care of.
The rest of the demands pertain to Metro Rails in Vijayawada and Vizag, the Vizag-Chennai Industrial Corridor, the proposed steel plant in Kadapa, the Dugarajapatnam Port, the Kakinada Petrochemical Complex, a railway zone for AP, the Amaravati capital city project, and anomalies on taxation matters.
