Did Chiranjeevi 'donate' Rs. 3 Cr to E. Godavari village?

For the last few days, it has been widely reported in sections of web media that Megastar Chiranjeevi has adopted a village named Sampara in East Godavari district, Andhra Pradesh. The reports say that he donated Rs. 3 Cr towards the village's rebuilding earlier this month.
It seems that it's not a donation from Chiru in the sense of philanthropy or charity. He adopted the village in the sense that a Member of Parliament does. Chiru, whose Rajya Sabha term ended on April 2, happened to adopt this village and give away funds to the tune of Rs. 3 Cr from the allocations made to him as an RS member. It seems to be his last decision before he quit the office which he had held since 2012.
It may be noted that when the 'Sye Raa' star had recently made an allocation of Rs. 1 Cr to a homeopathy college in Rajamahendrdavaram, it was largely misreported as charity. However, the allocation was out of his MP Local Area Development Funds.
Chiru was successful as an MP in terms of transforming adopted villages. Perupalem in West Godavari is a case in point.
