CM and not Governor is the State's administrative head, PC asserts

Former Union Finance Minister P. Chidambaram has asserted that it is the chief-minister and not the Governor of the State who is the 'actual' administrative head.
The veteran Congress leader, often referred to as PC by scribes, was joining the issue of Tamil Nadu Governor Banwarilal Purohit ‘interfering’ with the administrative work of the State Govt. by undertaking sou moto inspection at various places in the past few weeks. Political parties have criticized the Governor’s act stating that it was against the country’s federal structure and akin to infringing upon the State’s rights.
Tweeting on his social networking site Twitter, PC said he was ‘amused’ by the Tamil Nadu Governor’s statement. “Governor is only the titular head of the Executive and not the ‘real’ head. Since the real head – the chief-minister – is cowering in fear of the Central Govt., the Tamil Nadu Governor is exceeding his authority,” he tweeted.
He also said that in order to prove himself worthy of the high-office that he holds, Tamil Nadu chief-minister Edapadi K. Palaniswami should instruct all District administrations to refuse to participate in meetings called by the Governor. “It is the chief-minister’s fear of the Centre that makes the Governor going,” PC concluded.
