CM and not Governor is the State's administrative head, PC asserts

Former Union Finance Minister P. Chidambaram has asserted that it is the chief-minister and not the Governor of the State who is the actual` administrative head.
The veteran Congress leader, often referred to as PC by scribes, was joining the issue of Tamil Nadu Governor Banwarilal Purohit interfering` with the administrative work of the State Govt. by undertaking suo moto inspection at various places in the past few weeks. Political parties have criticized the Governor`s act stating that it was against the country`s federal structure and akin to infringing upon the State`s rights.
Tweeting on his social networking site Twitter, PC said he was amused` by the Tamil Nadu Governor`s statement. “Governor is only the titular head of the Executive and not the real` head. Since the real head – the chief-minister – is cowering in fear of the Central Govt., the Tamil Nadu Governor is exceeding his authority,” he tweeted.
He also said that in order to prove himself worthy of the high-office that he holds, Tamil Nadu chief-minister Edapadi K. Palaniswami should instruct all District administrations to refuse to participate in meetings called by the Governor. “It is the chief-minister`s fear of the Centre that makes the Governor going,” PC concluded.
