The swearing-in ceremony of Jaganmohan Reddy was today held at IGMS in Vijayawada. Telangana Chief Minister K Chandrasekhar Rao and DMK chief MK Stalin as the chief guests.
Speaking on the occasion, Jagan began his speech by using the words "YS Jagan Ane Nenu". He touched upon his marathon Pada Yatra right at the beginning of the speech and described his victory as sky-high. "I thank every sister, every mother, every brother, every friend, every grandmother, every grandfather on this victory," Jagan said.
"I got to see the travails of the poor while doing the Pada Yatra. I am giving you all one word. I have seen your difficulties and I want to tell you today that I am there for you all. I will fulfill the aspirations and hopes of everyone," he said.
"I have brought out a brief, 2-page manifesto, unlike the previous governments which used to bring out a separate page for every caste. They used to throw into the dust bin once elected. A manifesto is supposed to be clear and something that everyone can remember. My brief manifesto is in front of your eyes. I promise today that I will regard the manifesto as a Quran, a Bible and a Bhagavad Gita. It's my breath. I will work hard for the next five years as your chief minister," Jagan thundered, adding that the Navaratnas will be fulfilled.
"Grandmothers used to get a pension of just Rs 1,000 per month for 4 years and 10 months (during the previous regime). Many didn't get even this small amount. As promised in the manifesto, my government will raise the pension to Rs 3,000 gradually. This is my first signature as the CM. From June onwards, they will start getting Rs 2,250 per month. Next year, they will get Rs 2,500. Following year, they will get Rs 2,750. Ultimately, they will get Rs 3,000. This is called YSR Pension Scheme. This grandson needs your blessings. I urge every grandmother and grandfather to bless me today," Jagan added amid loud cheers.
"My Navratnas will deliver regardless of people's caste, religion, political affiliation, etc. We need to materialize revolutionary changes within the system. By August 15, we are going to create 4 lakh jobs in villages for volunteers. They will ensure home delivery of government schemes. This will herald a corruption-free administration in every village. There will be a Grama Volunteer for every 50 houses in every village. They will be paid Rs 5,000 per month as salary. This salary will ensure corruption-free delivery of benefits. No volunteer will show discrimination or favouritism. They will be service-minded. They will have a source of livelihood, too," Jagan said.
"A call centre will be set-up on August 15. Anybody who doesn't receive government scheme benefits or finds corruption in any scheme can directly call up the Chief Minister through this facility," he promised.
The new CM also promised the creation of new government jobs (up to 1,60,000 jobs) by October 2 (Gandhi Jayanti). "Your own people will become government job-holders and you can reach them for service delivery. Just go to the Gram Panchayat and the officials will ensure service delivery within 72 hours. You won't need to bribe any official. The corruption in Janmabhoomi Committees will become a thing of the past. There won't be any need for any recommendation. Your need will be fulfilled within three days," he said.
Jagan promised door delivery of Navaratna schemes for the poor. "We will implement every promise without fail. Those contracts which have been mired in corruption will be cancelled. Tailor-made pre-qualifications will be withdrawn and reverse tendering processes will be initiated. The TDP government under Chandrababu Naidu garu tolerated corruption in contracts. My government will undo all this. Whatever is saved on projects will be made transparent," Jagan said.
Jagan promised a reduction in the rates of wind power rates. "It's nothing but loot. They are looting the users in the name of peak hour rates. We will remove all corruption and make everything transparent," he added.
"I am going to meet with the Chief Justice of Andhra Pradesh to request him to set up a judicial commission that will examine the proposals for various tenders. The commission's recommendations will be taken into consideration before allocating tenders to contractors," he added.
He named Eenadu, Andhra Jyoti and TV5 as biased towards Chandrababu Naidu. "They like only Naidu garu. This 'yellow' media will be made to go to the High Court judge and pay fines if they indulge in spreading canards," Jagan warned.
He said that Stalin will become the CM of Tamil Nadu by God's grace.
KCR said, "I am confident that Jaganmohan Reddy garu will live up to the challenges ahead. He will do everything to live up to his 'varasathvam'. I am very happy that the people of Andhra Pradesh have given him an amazing opportunity. I sincerely hope that he will live up to the great name earned by his father. Like what the religious heads have just said, I hope he will get 3-4 terms."
