Blame Mahesh Babu's film for heavy fines!

It's known that speeding, racing, drunken driving and other traffic violations can now prove to be very costly. Fines have been steeply revised to discipline traffic-related offenders, especially repeat offenders. For example, a Gurugram resident has been slapped a fine of Rs 23,000 for not wearing the helmet.
There is a meme doing the rounds on the Internet and it blames 'Bharat Ane Nenu' for the exorbitant fines! After becoming the Chief Minister, Mahesh Babu (Bharat) revises penalties for traffic violations, hiking them to Rs 10,000, Rs 20,000 and Rs 25,000 for different offences. This infuses fear in the public.
Many are joking that the Telugu film industry should be blamed for the new rules made by the Modi government. 'BAN' was dubbed in Hindi and aired on TV. Did some Minister watch it and make the new rules? If true, Koratala Siva can happily take the credit.
