The Government has conveyed to the Election Commission that Aadhaar will soon be linked with Voter ID cards. A recent note by Law Ministry to the EC observes that meetings have been held on the issue. The proposal will be sent to the Cabinet for approval, post which a Bill to amend the Representation of People Act, 1951, will be introduced to make linkage possible.

The EC proposed a mandatory linkage of Aadhaar with Voter ID back in 2018 in order to "purge out discrepancies in electoral rolls".

It has to be seen how many years this process is going to take to be completed. Aadhaar is not a proof of citizenship but only of residence. Many illegal immigrants in India possess it. They are also on electoral rolls, comfortably casting votes in polls despite not being Indians. Can the linkage end this? Only time will tell.
